Arctic Zone resident plans to invest in a new project

The Oberon company, a resident of the Arctic zone of the Russian Federation, plans to build a shipping enterprise that will provide maritime transportation services. It will operate in the water area of the Arctic Zone, which belongs to Russia. Project investments amount to 800 million rubles, and it is supported by the Corporation, which deals with development of the Far East and the Arctic. 
The main aim of this enterprise construction is rendering cargo handling services and fulfillment of sea transportations. In this case the transportation will be carried out by the large-capacity fleet, which will serve the projects related to fuel and energy and oil and gas complexes.  
In the first turn the capacities of the enterprise will be working for large-sized pipelines, general cargoes and inert materials, which are used for the construction of infrastructure in a number of industries. Another function of the new enterprise will be to supply seaports in the Arctic.
It is expected that in the first period there will be four voyages, and from the next one up to 2030 they should increase to 10 voyages.

Oberon company, which is an investor of the project, is planning to buy a sea-going vessel with cargo capacity of 10400 tons and deadweight of 12007 tons on lease. Lease term will be 5 years, and then the resident will buy the transport.
The dry-cargo carrier is to be reconstructed at the ship-repair plant before starting operation. The modernization process itself will be carried out in several stages. The first involves changes in the design, which will make it possible to provide services in ice conditions. For this purpose, it will be necessary to think over the project, purchase necessary materials and equipment. Then a number of works will be performed, and after that the vessel must get a special classification. If the transport meets all the requirements for transportation in the Arctic conditions, then it will be registered in the register and given a registration place in the port of Murmansk. 
Full-scale operation of the ship on the Northern Sea Route is to start by the end of this year. The dry-cargo carrier will operate all the year round regardless of the season; its route will go from Murmansk to Sabetta via Arkhangelsk. 
According to official data, now there are about 108 contracts with residents of the Arctic zone. In total there are plans to implement projects totaling more than 232 billion rubles. This will create about 6,260 new jobs. To become a resident, it is necessary to submit a corresponding application to the Arctic Russia website. The government actively supports the development of the Arctic Zone, and there are a number of benefits available to residents.
